Centre to send monitors to MP to probe alleged graft in NREGA by Ashwini Shrivastava

The Centre will send "monitors" to Madhya Pradesh to look into alleged financial irregularities worth crores of rupees in several works done under its flagship rural employment guarantee scheme.
 
Official sources said the action came after several non-government organisations and self-help groups approached Rural Development Ministry, nodal agency for executing work through under Mahatma Gandhi National Rural Employment Guarantee Scheme (MNREGA), regarding alleged corruption in the programme meant for people living below the poverty line.

The national level monitors are sent to check complaints or any irregularities in the implementation of scheme. The monitors are expected to submit their findings within two months.

They said several documents obtained under the Right to Information Act for works in which the role of IAS officials has come under cloud were perused and it was found that there was a necessity to send national level monitors to check the fraud.

"We have received several complaints and official communications between MP government offices which clearly substantiate the role of senior officials, including IAS, in various financial and management discrepancies in MNREGA," a senior Rural Development Ministry official said on condition of anonymity.

He said the name of the monitors and other details will be announced soon by the Ministry.

According to a reply received in response to an RTI application filed by Ajay Dubey, a social activist, several irregularities related to MNREGA have been noticed in Madhya Pradesh. The worst affected areas were Sidhi, Katni, Tikamgarh, Bhind and Chhatarpur.
 
As per the RTI response, IAS officers S S Ali, K P Rahi and Sukhbir Singh have been allegedly found involved in corruption related to MNREGA in Bhind, Tikamgarh and Seedhi districts.

Singh, who was former collector of Seedhi, and the Chief Executive Officer Chandrashekhar Borker were found prima facie involved in embezzling crores of rupees meant for the scheme, the RTI document said.

Similarly, former CEO of district panchayat Katni, Satyendra Singh was allegedly involved in siphoning off more than Rs five crore meant for plantation programme under the Centre-run scheme in the area, it said.

Surprisingly, the payments were made on non-existing dates like June 31 by the authorities in some districts.

"There has been a number of complaints related to financial irregularities in the MNREGA by senior officials. We have written to officials both at the Centre and in the State.

But not much has happened," claimed Dubey, who had filed the RTI plea.

"We will soon be holding dharna in the national capital and submit a memorandum to Prime Minister Manmohan Singh," he said.
 
The General Administration Department (GAD) of Madhya Pradesh has written a total of 18 letters since 2008 to the state''s Rural Development department pointing out alleged irregularities.

Madhya Pradesh government officials could not be contacted for comments despite repeated attempts.
