Centre to stop NREGS fund flow to 14 UP districts by Swati Mathur

The pitched Centre-state spat overNational Rural Employment Guarantee Scheme(NREGS) is likely to reach its breaking pointsoon.

On Friday, Sanjay Dixit, a member of Central Employment Guarantee Council, slammed thestate government for not pulling up senior state government officials for improper implementation of the scheme.

Speaking to TOI, Dixit confirmed that the Centrewill, in the next one month, stop fund flow to at least 14 districts of UP, because of large scale misappropriation of funds.

Dixit's statement comes a day ahead of the December 10 deadline that Union minister for rural development Jairam Ramesh had laid down for receiving all action taken reports (ATRs) from the UP government.

On November 22, while releasing the third instalment of Rs 1,200 crore under MGNREGA forUttar Pradesh in 2011-12, Ramesh had written that further instalments to the state - a total of Rs 496 crore - would only be considered when ATRs were submitted and were 'examined for their veracity'.

Poor implementation of NREGS in the state is also likely to be flogged as a key election issue, with Congress general secretary Rahul Gandhi already having touched upon it in the first phase of his Jan Sampark Yatra between November 22 and 26.

With the second phase kicking off on December 13, and the state government being unable to present the necessary details in time, the NREGS could, once again, be among other reasons why Rahul launches his diatribe against the Mayawati government.

Earlier, in a written undertaking to the Centre, the state government had promised that the state would submit detailed reports pertaining to the action taken on all complaints it had received till November 10, latest by December 10, 2011. Charges of NREGS fund misappropriation were levelled against officials in nearly 20 districts of the state.

Though the Centre has pressed for a CBI probe into the anomalies in seven districts, the state government has scuttled the demand claiming that the state economic offences wing had already initiated an inquiry into the allegations.

Speaking to TOI, a senior functionary from MGNREGA commissioner's office said, "The state government has sent ATRs for the complaints of 22 national level monitors, VIP complaints filed by MPs and MLAs and also for most general complaints. Nearly 80% of the ATRs have been dispatched. The remaining will be complied and sent to the Centre on December 12, after a monthly meeting of the chief development officers.''

Dixit, however, expressed confidence that the fund flow would be stopped because the state has failed to pull up senior government officials who were indicted in the enquiry report.

He said, "To ensure that people are not inconvenienced when this happens, I am appealing to the MPs, MLAs, graduates in villages and civil society organisations to tell job seekers to ask for receipts against employment they have sought. This way, the state government will be forced to pay unemployment allowance to these people from the state funds, when Central assistance is curbed.''

When contacted, principal secretary, state department of rural development, N S Ravi said, "The state government has sent everything the Centre had asked for. There is no reason to stop funds.''

Senior officials of the department also maintained that all complaints of a serious nature had already been addressed.
