Centre woos professionals for better execution of programmes, schemes

With the bureaucratic machinery failing to deliver desired results, the Centre is tapping professionals from the open market to ensure better implementation of its flagship programmes, National Rural Livelihood Mission (NRLM) and MGNREGA at both national and State level.

It has invited letters for Expression of Interest (EOI) from qualified and experienced consultancy firms for management support for the NRLM which aims to mobilise seven crore below poverty level (BPL) households across 600 districts into self-managed Self Help Groups and federal institutions, besides supporting them for livelihood collectives.

“The agency will be result-oriented. It will provide suitable manpower and efficient management support services to make the NRLM operational in the country for a year starting from next year. We cannot go on with the present system depending on babus who have failed to deliver,” said a senior officer from the Rural Development Ministry on the reason for hiring the private consultants.

Adopting a professional approach, the agency would also help promote convergence between NRLM and MGNREGA by providing support services to extend need-based technical assistance to States on a regular basis and conduct field visits for monitoring of worksites and lead required follow up with the State Governments, as per the EOI.

The MGNREGA is mandated with providing 100 days wages to workers in the villages to ensure them livelihood.

“To ensure quality, the agency shall develop and follow an exclusive HR policy, describing standards and guidelines for managing the manpower deployed for the purpose, based on comparable similar structures established for delivering technical assistance projects of this nature in rural livelihoods sector,” the official explained.

The selected agency will provide services through deployment of suitable manpower, having results orientation, potential to lead a thematic unit and ability to extend quality support to States. The manpower deployed should be in accordance with the service requirements of NRLM and to be assured of quality of service, the deployment of manpower would be with the concurrence of the Ministry of RD.

The agency will be providing back-end support to NRLM to maintain records of expenditures incurred for the services along with the supporting documents and track expenditure by activity heads. The move aims to bring transparency in the mission which is presently besieged with various shortcomings.

“To ensure that the consultancy do not have free hand and is accountable, it will have to submit a detailed report to the Ministry with detailed work plan, approach to the assignment and proposed manpower deployment plan,” the official said.
