CGSCSC distribution module gets implemented at 120 warehouses

Raipur: The Chhattisgarh State Civil Supplies Corporation’s (CGSCSC) distribution centre module is now implemented at 120 warehouses of 108 distribution centres in the State, officials informed.

The stocks and sales figures of previous month of all the Fair Price Shops (FPSs) are entered into this module and the actual amount of PDS commodities to be issued to FPS is calculated by this web based software and delivery order and truck challans are issued thereafter. Receipts and movement of commodities between distribution centers is also done through this application. Thus stock position at any point is available on web.

Five cities of Chhattisgarh now have the Core-PDS system implemented involving a total of 484 ration shops, officials informed.

Chhattisgarh has achieved 100 per cent digitisation of the Public Distribution System (PDS) beneficiaries database.

There are 23 other States in the country which have also achieved 100 per cent digitisation of the PDS database, officials stated.

Moreover, the Chhattisgarh government is now also preparing a plan to useAadhaar cards to identify Public Distribution System (PDS) beneficiaries.

It has prepared a comprehensive action plan for ensuring total transparency in the preparation of ration cards besides evolving a mechanism for error-free identity of Public Distribution System (PDS) beneficiaries.

Under the action plan, the mobile, bank account and Aadhaar numbers of the beneficiaries are being collected.

Food, Civil Supply and Consumer Protection Minister Punnulal Mohle said that  the State government has also made a provision of Rs 4,700 crore for implementation of ‘Chief Minister Food and Nutrition Security scheme’ in the State budget 2015-16.

The Government had made a provision of Rs 1.75 crore in the form of extension of ‘Core PDS’ for its ‘Meri Marzi Scheme.’

 Chhattisgarh’s Public Distribution System (PDS) model has gram panchayats, co-operative societies and women's self help groups (SHGs) operating the fair price shops, officials stated.

 About 90 % of the masses are covered under Food  and Nutrition Security  Act was implemented in 2013, officials stated.

Chhattisgarh’s PDS under Antyodaya and Priority families schemes provides 35 kg foodgrains at Rs 1 per kilo. Since June 2014 single member category ration card-holders under destitutes segment  are provided 10 kg food grains free of cost.

Notably, Chhattisgarh State Food, Civil Supplies and Consumer Protection Minister Punnulal Mohle had called upon the Central Government to computerize the ration shops under the Public Distribution System (PDS) while addressing the State Food Ministers' National Conference in New Delhi last year.

He had called upon the Central Government to provide two-kg 'Daal' (pulses)  at Rs 10 per kg to the Antyodaya and Priority and below poverty  card-holders under the National Food Security Act this should be done.

Union Food, Civil Supplies and Consumer Affairs Minister Ramvilas Paswan and Union Agriculture Minister Radhamohan Singh were also present at the meeting.

The Chhattisgarh State Co-operative Marketing Federation (MARKED) has advanced Rs  40.22 crore to Co-operative Central Banks for Co-operative Commitees in 1992 procurement centers for paddy purchase, MARKFED Chairman Radhakrishna Gupta informed.

He said that MARKFED is a nodal agency for paddy procurement from farmers .

 Gupta had earlier announced that the Federation would construct a Commercial Complex in the premises of Nutan Kisan Rice Mill in Raipur at a cost of Rs 100 crores.

He said that 10 Kisan rice mills in the State would also be modernised to increase their storage capacity.

Gupta said that in the ongoing Kharif season, a target had been set to store 6.5 lajh tonnes of chemical fertilizers.

Notably, the Chhattisgarh government has been using information technology as a perfect tool to revolutionise its model public distribution system (PDS) in its attempt to ensure the delivery of highly subsidised food items to ration shops across the state to feed its millions of poor families.

IT has completely reformed the public distribution system (PDS) in Chhattisgarh, so much that Chhattisgarh's PDS has been recognized as the best PDS model in the country,’’ a government statement claimed.

 Ministers and officials from 20 states of the country have observed the PDS model of Chhattisgarh and it has been awarded with five national awards.

 Chhattisgarh Government has done computerization of all fair price shops in state to bring transparency and ensure accountability in public distribution system. In addition to this, ration card are also being linked with the aadhaar card numbers to ensure proper identification of eligible beneficiaries.

Linkage of aadhaar cards to ration cards has provided the beneficiaries with the facility to avail ration supply from any of the computerized fair price shops of their area. With this system, beneficiaries will not have to bring their ration cards to ration shop, as they can easily receive their share of ration using their aadhaar card number. Through aadhaar card number, beneficiaries will also be able to avail Central government’s Direct Benefit Transfer (DBT) Scheme.

For computerization of PDS, all the District Food Offices have been linked with headquarters through internet. All 125 fair price shops of Chhattisgarh Civil Supply Corporation have been equipped with internet connectivity.
