The Centre will stop direct transfer of funds to districts or societies operating in states, and will instead provide the money to the state exchequer, having concluded that the existing system was the reason for multi-crore scams like the one in the National Rural Health Mission.

The new system to put funds in the consolidated fund of states is apparently aimed at putting central funds under the scanner of audits and various other checks that seem to have escaped the health mission irregularities that felled many a bureaucrat and political leader in Uttar Pradesh.

The move will directly impact the rural development ministry that transfers massive funds for welfare schemes directly to the districts. As a result, approvals for Indira Awas Yojana, that provides rural housing for poor, will be decided by states and district-wise proposals will not come to the Centre as was the practice till now.

It will be up to the states to transfer the funds to districts, with the Centre likely to levy penal interest on delay in transfer of money to ensure that the funds are not diverted.

"The new system will be in place from next year while this year, we will stick to the old system with the target of providing rural housing for 30 lakh families in the country," RD minister Jairam Ramesh said.

A politically critical scheme with special appeal among the poor, IAY has been revamped to ensure better share for SCs, STs and minorities. The new guidelines which came into effect on Monday will provide flexibility to states to decide the share of dalits or tribals in proportion to their population. A fixed ratio provided by the Centre has been found to encourage misreporting by states which are obliged to achieve the given targets.

The new guidelines have hiked the unit cost of an IAY house from Rs 45,000 to Rs 70,000 with the obligation to build a toilet which would be funded by the flagship sanitation scheme, Nirmal Bharat Abhiyan. Priority will be given to manual scavengers, freed bonded labourers and "particularly vulnerable tribal groups".
