Changes in Motor Vehicle law could open floodgates to graft: Experts -Dipak K Dash

NEW DELHI: Drivers and riders will become “ATMs for traffic policemen and transport department officials”, traffic and safety experts have cautioned the government while suggesting that preparatory steps be taken before high penalties for violations kick in.

Amendments in the motor vehicle law have been passed by Rajya Sabha and are all set to pass through Lok Sabha on Monday where BJP has a majority. One of the major focus of the changes is to significantly hike penalties for traffic offences, which includes jail term and suspension of driving licence.

“If not corrected by means though administrative or legislative measures, this bill will open floodgates to confusion, corruption and public harassment. Each driver or rider will become an ATM for enforcement agencies,” traffic safety expert Rohit Baluja has written to transport minister Nitin Gadkari and home minister Amit Shah. Baluja, who heads the Institute for Road Traffic Education, had helped the government frame the latest road regulation rules, which defines the responsibility of each road user and enforcement agency.
