Cheap rice won't make people lazy, CM Siddaramaiah says -Naheed Ataulla

BANGALORE: Rice is all set to change Karnataka politically. The Congress's rice-atone-rupee scheme will come alive at 10am on Wednesday when chief minister Siddaramaiah symbolically offers the foodgrain to the people.

The scheme, christened Anna Bhagya, will offer 30 kilos of rice at Re 1 a kilo to 8.7 million BPL (below poverty line) families in the state. The first big public splash after the Congress's return to power, the scheme will be simultaneously launched in all districts. On the eve of the rice launch, TOI spoke to the chief minister:

Q: Mr CM, experts have argued that such a scheme will be counterproductive; it'll make people lazy...

A: What will happen is exactly the opposite. A BPL family will get two square meals a day; it will provide nourishment to the family and motivate people to work. Also, there are cases of malnourishment in North Karnataka, where this scheme will definitely be a boon.

Q: Food quality, supply logistics and storage capacity are crucial to the success of such a huge exercise. Plus, you have to maintain adequate rice stocks. How will you manage all that?

A: People need not worry about that. The government will ensure that good quality rice is given to BPL families. We are buying rice from Chattisgarh at Rs 27 per kilo, including transportation cost, and giving it at Re1.

Q: How will the Food Security Ordinance help Karnataka in implementing the Anna Bhagya scheme? Will there be an overlap?

The Karnataka government will save by way of subsidy once the provisions of the Food Security Ordinance are clear. There will be no overlap. The Re1-per-kilo scheme was an assurance the Congress made in its poll manifesto.

Rice route to welfare state

The Congress government's populist scheme - Anna Bhagya - will be launched today. For CM Siddaramaiah, it is keeping his poll promise of providing 30kg rice to the poor at Re 1 per kilo. While opposition leaders have serious doubts over the success of the scheme, others feel that the government is duty-bound to support the marginalized.
