CIC advice on RTI unlikely to be heeded by govt schools by Rageshri Ganguly

Inclusion of Right to Information (RTI) Act in the revised syllabus of the state government schools is unlikely to see the light of day as recommendations made by the chief information commissioner (CIC) in this regard reached the Chief Minister's office only on November 11, barely about a few days before the syllabus of the next academic session is being finalized. 

The CIC Padmapani Tiwari had recommended on October 24 to include the RTI Act in the school curriculum. "We did not receive the CIC's recommendations. Initially, we received only a covering letter and then we sent a messenger to the CIC office who had delivered the actual letter of recommendations," principal secretary to CM Deepak Khandekar told the TOI. 

Soon, this letter of recommendation would be forwarded to the education department, he said. However, sources said that the committee of the school education department that decides the next academic session's curriculum will be meeting next week to finalise the syllabus.sources underlined. An RTI activist Ajay Dubey who had actually made this suggestion that prompted the CIC to initiate the process said, "If the government can provide the Right to Vote at 18 years, why should it not educate the youth about the working of that same government? This will only be possible if proper education about RTI is imparted in the government schools under Madhya Pradesh Board of Secondary Education (MPBSE)." 

He said that, "The CBSE and ICSE boards currently have the RTI Act in their class 9 curriculum. All the state government has to do is to include the same in its text books as well." He said that on August 9, 2011 the SC bench comprising Justices RV Raveendran and AK Patnaik had ruled that the examinees have a right to inspect answer-sheets under the RTI Act. He further added, "If the Act would not be taught in the curriculum, how would the students learn to use their right in case they are erroneously marked?" Principal Secretary Manoj Jhalani, Commissioner Rajya Shiksha Kendra on being asked whether the RTI Act would be included in the revised curriculum seemed unsure if it was there or not. Later he claimed that it was already a part of the "prescribed class 9 social science curriculum."
