CIC: Get unorganised sector workers' data -Ambika Pandit

NEW DELHI: Exhorting the government to take necessary steps to formulate statistics pertaining to construction workers, domestic workers and women workers in the unorganised sector, the Central Information Commission has recommended the ministry of labour and employment carry out the exercise in line with provisions meant to promote “transparency, accountability and conformity” in the RTI Act.

Then Information Commissioner, M Sridhar Acharyulu (who retired on November 21), in the order dated November 16 has further asked the ministry to update on its official website the data and information within 90 days from the date of receipt of the order.

The appellant, Dr Vandana Prasad had through an RTI in 2016 sought from the labour ministry information on number of construction workers, domestic workers and women workers as a whole in the unorganised sector in the country who have received maternity benefits over five years.

The appellant, who is the national convener of the Public Health Resource Network submitted before the CIC the need for a centralised database to ensure assessment and implementation of schemes and laws. what percentage of female workers are engaged in the unorganised sector; how are the proposed amendments of the maternity benefits act likely to cover women working in the sector and status of implementation of the unorganised workers social security act, 2008. Since no information was received she approached CIC.

The CIC has in its November 16 order noted that this is a critical issue and takes note of the appellant’s assertion that a response like “no informaton is available” does not serve the purpose. It is noted through the record of submissions made by various officials of the labour ministry that there is no centralised data available with the Centre yet on women workers receiving maternity benefits in the unorganised sector.
