CIC notice to 5 parties over 2013 RTI order -Himanshi Dhawan

NEW DELHI: The Central Information Commission on Wednesday issued show cause notices to five national parties - BJP, CPI, CPM, NCP and BSP - for non-compliance of its 2013 order, even as it gave Congress four weeks to respond.

The full bench of the commission has given the six parties time till June 20. In its 2013 order, the CIC had recognised parties as public authorities and directed them to make details like list of office-bearers, donations and other information public.

The commission had show-caused Congress president Sonia Gandhi earlier this month on the same grounds in response to complainant R K Jain. In its reply filed by treasurer Motilal Vora, Congress asked why the party was being targeted and also asked the CIC to revisit its order bringing the party under RTI in the light of a Supreme Court judgment.

The party cited the SC order to claim that merely providing subsidies, grants, exemptions and privileges to a body cannot be brought under the definition of "substantial funding" for a body to exist and be answerable under RTI. Congress also claimed that an RTI amendment bill was introduced to keep parties out of the ambit of the transparency law.
