CITU opposes new Manufacturing Policy

The Centre of Indian Trade Union (CITU) has strongly opposed the new National manufacturing Policy approved by the Union Cabinet recently and termed it as an attempt by the government to give back door entry to the so-called labour reform of ‘hire and fire' being pressed by the business houses.

“The national manufacturing policy will create new islands of lawlessness with bountiful concessions to business houses and absolute jungle raj in implementation of labour laws of the land. The corruption-tainted government of the day has shown scant regard for public outcry against formation of special economic zones (SEZs) which was a huge source of corruption for the benefit of real estate lobby and land grabbers and has gone ahead with a new manufacturing policy,” the CITU said in a statement here.

Denouncing the attempt to give back door entry to so-called labour reform of ‘hire and fire' through the creation of new manufacturing zones, it said the Government cannot unilaterally change the labour laws, legislated by Parliament, through executive policy or order. “Instead of ensuring implementation of existing labour laws as demanded by CITU, the UPA II Government has paved the way for ‘non-implementation' if not elimination of labour laws in national manufacturing zones to woo some selected investors of their choice,” it said.

It pointed out that the new policy would also be discriminatory against those industries which do not operate from these special zones. “Instead of ensuring genuine development in manufacturing sector, it will create specially privileged manufacturers, who would take undue advantages of the concessions offered by the Government. If the Government had genuine concern for increasing growth in manufacturing sector, it would have prioritised less capital intensive investments in reviving sick engineering units — major, medium and SMEs,” the statement said.

It warned that the working class will give a fitting reply to the contemptuous disregard shown by the Government to basic norm of industrial democracy of consultation with central trade unions before taking decision on labour related issue. “CITU calls upon on all trade unions, public interest groups, farmers, land users to prepare for concerted opposition to the national manufacturing policy so that the government, which is crawling before corporate interest, is forced to rescind its decision to give bonanza for investors and fly by night operators and bondage for workers,” it said.
