CM focus on fighting drought

Chief minister Arjun Munda has urged bankers and financial institutions to join hands with the state administration to launch a water conservation campaign to prevent a third consecutive drought in Jharkhand next year.

Addressing officials of National Bank for Agriculture and Rural Development (Nabard) today at a meet on the bank’s credit plan for 2011-12, Munda said recurrent droughts had upset the state’s economy. He admitted the farmers were going through a critical period due to poor rainfall this year.

“But, I want to turn this crisis into an opportunity,” he said. “I will soon ask my officials to prepare an exhaustive plan for a water conservation campaign, emphasising on digging new ponds and wells and desilting old ponds to create reservoirs for rainwater harvesting.”

Munda declared that next year onwards farmers would have sufficient water for agriculture, even if rainfall was below normal. He also asked Nabard officials to ensure they achieved targets set in their credit plan for the next financial year. He urged the national bank to focus on three sectors — agriculture, non-farming livelihood and value addition in primary produces of the state — by involving villagers to improve their economy.

“The economy of the state might be improving, but not that of the common man,” Munda observed.

Nabard has pegged the state credit plan for 2011-12 at Rs 10,705 crore, with Rs 3942.29 crore as credit target for the agriculture sector. Rs 2,769.24 crore has been earmarked for the non-farming employment generation sector.

Considering Jharkhand’s immense potential in agro-processing, Nabard has allocated Rs 175.25 crore in this sector.

Besides, it has set a credit of Rs 269.93 crore for water resources, Rs 74.72 crore for land development and Rs 153.08 crore for plantation and horticulture, among others.

The national bank has a credit plan of Rs 9,299.29 crore for the 2010-11 fiscal, with a focus on the non-farming livelihood and food processing sectors.

Nabard executive director A.K. Bandopadhyay said the bank had prepared an intensive credit plan for 2011-12 in Jharkhand. “The plan has involved multi-level consultations at the block, district and state levels. As Jharkhand is at a primary stage of development, emphasis has been placed on agriculture,” he said.

Nabard officials, including chief general manager, Jharkhand, M.V. Ashok and several senior government officials, including development commissioner S.K. Choudhary, rural development secretary S.K. Satpathy, industry secretary A.P. Singh and agriculture secretary Arun Kumar Singh also took part in the meet.
