New Delhi: The Delhi Lokayukta has indicted chief minister Sheila Dikshit for allegedly misusing public funds for an advertisement campaign in the run-up to the 2008 assembly polls. The ombudsman has recommended to the President of India to administer "caution" to the CM for the alleged misuse of funds and ask her to reimburse either herself or through her party a sum of Rs 11 crore as half the cost for advertisements issued in election year 2007-08.

"The pattern of advertisements published by the government of Delhi and the Congress party clearly establishes a proximate and inextricable nexus between the two," the order of Lokayukta Justice Manmohan Sarin said.

The Lokayukta had initiated an inquiry into the matter following a complaint filed by former BJP president Vijender Gupta. In his complaint, Gupta had charged Dikshit with abusing her position as CM by carrying out an advertisement campaign with a view to gaining political mileage in the assembly election in 2008. He had alleged the government machinery, particularly the department of information and publicity, was instructed to make an elaborate plan to project the chief minister in a positive light to gain advantage during election and overcome the anti-incumbency factor.

An article authored by Uday Sahay, then director of information and publicity department, had disclosed the strategy devised by the chief minister and her department, the Lokayukta said in the order. "Besides being chief minister and minister in charge of information and publicity, the respondent kept a strict control over all the advertisements issued by various departments/ministries of government of Delhi and was thus directly responsible therefore," the Lokayukta said. The Lokayukta states that it was alleged that the expenses for the government advertisements which, in the year 2004-05, had been Rs 4 crore increased by five times to approximately Rs 22 crore and Rs 56 lakh in 2008-09.

The Lokayukta's order points that similar advertisements such as "Don't stop Delhi's Development", Don't Stop Clean Delhi, Green Delhi", Don't Stop Affordable Housing" and "Choose Progress, Vote Congress" were published. "The advertisements published by the Congress party were incomplete and could be comprehended only with reference to the government advertisements, thus establishing a complete chain," the Lokayukta adds.
