Complex report to avoid passage: BJP

Disagreeing with the parliamentary committee report on the Lokpal Bill, the BJP Friday said the legislation failed to include the citizens’ charter as well as lower bureaucracy within its ambit and that it was a clear deviation from the sense of the House that was agreed upon.

Claiming it was the handiwork of a lawyer — the chairman of the committee is Congress’ Abhishek Singhvi — the BJP said the report had been made unnecessarily complex legally, ignoring the social and political wisdom that should have been invested instead. “There seems to be an attempt to make the report so complicated that passage of the Bill becomes difficult,” Leader of Opposition in Rajya Sabha Arun Jaitley said. He said as many as 17 members out of 30 in the committee had dissented with some or the other point.

The BJP members in the committee, he said, gave a dissent note outlining their differences on 18 important points, including that the prime minister be brought under Lokpal. “The Lokpal is a procedural law. When substantive laws like the IPC do not provide any immunity to the prime minister, then why should the Lokpal?” Jaitley said. “Relaxation can be provided with relation to sensitive functions of national security and public order.”

Asked why the government would “ignore the sense of the House” as failure to pass the Bill would mean facing the wrath of Team Anna, Jaitley said this could be due to differences within the government. “This is a government of sulking individuals.”

The party, however, agreed with the government on keeping conduct of MPs inside Parliament outside the purview of Lokpal. Similarly, the judiciary would not be under the Lokpal but would be held accountable to the National Judicial Commission and the proposed Judicial Accountability Act, it said. On NGOs and private firms, the BJP felt Lokpal should have jurisdiction over all such bodies that receive sizable funding from the government.

BJP MPs declare: No black money abroad

Aiming to corner the UPA government on the issue of black money, BJP MPs Friday handed declarations that they did not possess illegal wealth in overseas India to presiding officers of both Houses of Parliament.

“Our 112 MPs in Lok Sabha and 50 MPs in Rajya Sabha had gone to Lok Sabha Speaker Meira Kumar and Chairman Hamid Ansari to present their respective declarations,” said senior BJP leader L K Advani, who is set to move an adjournment motion on the issue of black money next week.
