Cong may launch food security scheme on Aug 20

NEW DELHI: Congress is planning a grand rollout of the food security scheme, likely on Rajiv Gandhi's birth anniversary on August 20, in what appears a strong bid to woo the vast beneficiary group ahead of the 2014 elections.

Congress chief Sonia Gandhi will meet party chief ministers and key leaders on Saturday to hammer out the strategy for a big bang launch of the food law that was promulgated through an ordinance last week.

The ordinance, ahead of Parliament's monsoon session, has ensured Congress's exclusive stamp on the law and the ruling party is now looking to further deepen its imprimatur by appearing proactive in its implementation. The scheme promises cheap foodgrain to 67% of the country's population.

Saturday's meeting will include the Congress "brains trust" called the core group which has PM Manmohan Singh, AICC vice-president Rahul Gandhi besides A K Antony, P Chidambaram and other senior leaders. AICC general secretaries who oversee organizational affairs in states will also be present.

The meeting will seek to impress upon Congress chief ministers that they have to ensure proper implementation of the law so that people feel the benefit ahead of elections. It will also help deepen the contrast with political rivals who have sounded lukewarm or have opposed the scheme like Samajwadi Party.

Many also see it as a cautionary move because some states ruled by political rivals like BJP are already giving cheap foodgrain to the poor. Any glitches in the central scheme in Congress-ruled states will invite allegations of political gimmickry.

For Congress managers, the food law is aimed to do what the job guarantee scheme and the massive loan waiver did in 2009 elections - woo the vast rural and poor constituency.

Given that the urban mood is not the same as it was in the last elections, especially with the prevailing economic gloom, Congress is eager to consolidate the 'aam aadmi'.
