Congress MP B S Gnanadesikan demands surveillance of NGOs receiving foreign funds

A demand was raised in Rajya Sabha today that the Government should put in place a strong surveillance network to monitor inflow of foreign funds to NGOs besides creating a data base in the interest of national security. 

"Government should establish a data base of NGOs to whom foreign contribution is increasing day by day. There are reports that funds are being utilised to fuel unrest in government projects," B S Gnanadesikan (Cong) said in his special mention in the Upper House. 

Seeking a strong surveillance system he said it was needed "in the interest of national security" as government records show that nearly 22,000 voluntary groups have received Rs 10,000 crore donations from abroad for social service during 2009-10. 

Of these NGOs, a large number "belong to Tamil Nadu which together received Rs 1663.31 crore as contribution from abroad, mostly from the US, the UK, Germany, Italy and the Netherlands," he said. 

He said there is "no central data base of the number of NGOs, most of them do not file statutory annual returns even as foreign contribution is increasing day by day." 

A recent government report has said, "21,508 associations reported a total receipt of Rs 10,337.59 crore as foreign contribution." 

In another special mention, Prabhat Jha ( BJP) stressed the need for a strong legislation for stringent action against traders of spurious and adulterated drugs. 

"About 20 to 29 per cent of the total Rs 85,000 crore drug trade in the country, is adulterated or spurious and there are factories manufacturing it in different parts of country," Jha said adding that even China is supply the same. 

He said NDA government has mooted a resolution to give death penalty to such people which should be revived.
