Controlling farmers' suicide: Toughest challenge for Telangana, Andhra governments -Manish

VISAKHAPATNAM: Among the many challenges before them, bringing down the number of farmer suicides might prove to be one of the toughest for the new governments of Andhra Pradesh and Telangana.

As per the national crime records bureau ( NCRB) data, unified Andhra Pradesh was only second to Maharashtra in terms of suicides by self-employed persons in agriculture. While Maharashtra had witnessed around 3,146 deaths in 2013, it was 2,014 deaths in AP. The number of farmer suicides in united AP in 2012 was 2,572 and it was 2206 in 2011.

Speaking to TOI, CPM state secretariat member Ch Narsinga Rao said there were three major reasons for the crisis faced by farmers - borrowing money from moneylenders at high interest rates, abnormal increase in input costs and non-beneficial price of products for farmers.

"As of now no agricultural policy has been drawn up by the government of AP or Telangana for the benefit of farmers. The government should first ensure that nearly 25 lakh tenant farmers are registered as they are the most affected due to various issues. So far only 3 lakh tenant farmers have been registered under the Tenancy Act," he said, adding, "While the Telangana government has announced that they will scrap agricultural loans, the farmers of AP find that the issue has been dragging on. Though during elections Naidu had promised that all farm loans will be waived off, recently he has said that only loans taken by one member per household will be waived off," he added.

In addition, former secretary to central government, EAS Sarma said, "Cash crops such as cotton and tobacco are also major reasons for farmer deaths because they spend a lot on these products and when the prices fall, they are unable to repay their loans."

Raising another pertinent issue, he said, "The water table is going down drastically in AP and Telangana due to the increasing number of deep bore wells. While the rich farmer can bear it even if the bore well fails, the small farmer who has taken a loan for it can't repay."

Commenting on the issue, BJP Telangana president G Kishan Reddy said, "It is an issue with multiple aspects, but the TRS government has taken no steps so far. No new loans are being given and the agreement with banks for loan waiver is also not complete. Power to the agriculture sector is also a major problem as villages are not getting sufficient electricity. The state government has to build confidence among farmers. Only then can we hope to tackle farmer suicides."
