The Mamata Banerjee government today curtailed the financial powers of three CPM-run zilla parishads where funds disbursals have come to a standstill because of an alleged tussle to claim credit.

The district magistrates of North 24-Parganas, Nadia and Murshidabad have been empowered to disburse funds. The Left had been reduced to a minority in the standing committees of the three zilla parishads after it lost power last May.

State panchayat minister Subrata Mukherjee this evening issued the orders handing over the financial powers to the district magistrates in the three districts. The officials will continue to exercise the financial powers “till further orders”.

“Funds under the central schemes have to be disbursed by March 31. These three zilla parishads were unable to do so. The district magistrates have been empowered to release the funds within the deadline,” said state panchayat secretary Saurabh Das.

The government explained that it had to do so since the three zilla parishads could not disburse funds under central schemes as the expenditure had to be passed by the standing committees which had turned into a minority after the last Lok Sabha and Assembly elections.

The standing committee of a zilla parishad is made of members elected to the zilla parishads, the heads of panchayat samitis, MLAs and MPs. Although the MLAs and MPs are ex-officio members, they have voting rights.

“Since the Lok Sabha polls, the Left had started losing its majority in the standing committees. The standing committee’s approval is mandatory for releasing any funds. These three zilla parishads had run into trouble in the standing committee where the Trinamul-Congress combine is in a majority now,” a senior official said.

The funds disbursal was getting caught in ego tussles between the two parties.

An official said that chief minister Mamata Banerjee did not want the unspent amounts to be sent back to the Centre and, at the same time, the government was against the CPM-run zilla parishads taking credit for development work in these three districts. So, the government decided to let the district magistrate take over the financial powers, he added.

Panchayat minister Mukherjee said: “There is a provision in the law. The three zilla parishads had become defunct. To serve the interest of the people we had to take a decision. The boards have not been dissolved. Only the financial powers have been given to the district magistrates.”

Gautam Deb, the CPM’s district secretary of North 24-Parganas, said the party would move the high court and protest in front of the zilla parishad office.

In January, Mamata had charged the zilla parishads in North 24-Parganas and Murshidabad with non-performance.
