Crimes against foreigners: thefts high, sex offences next -Deeptiman Tiwary

New Delhi: Sexual offences form 13 per cent, or roughly one-eighth, of the crimes committed against foreigners in India while thefts are four times higher, government data reveal. The latest case of sexual offence being probed is the alleged stripping and assault of a Tanzanian student in Bengaluru.

Last year, National Crime Records Bureau for the first time published data on crimes committed against foreigners. Thefts topped the list with 260 out of 486 cases in 2014, followed by 64 offences of sexual nature.

Assault to outrage a woman’s modesty, which comes under IPC section 354, forms three-fifths of all sexual offences — 39 of 64 — committed against foreigners. This is the section invoked against those accused of the assault on the Tanzanian student. Rapes form the next major chunk with 22 cases, making up a third of all sexual offences.

Among other crimes, robbery and cheating with 22 cases each are among the most common.

The data show it’s generally the tourist foreigner who is at the receiving end of the unlawful acts. Tourists make up over 79 per cent of victims under all offences. In offences of sexual nature, the share is slightly higher, at 83 per cent.

That tourists are the worst sufferers is also reflected in state-wise data on offences against foreigners. According to the data, Delhi recorded the maximum number of crimes against foreigners for outstripping any competition.

It recorded 164 offences committed against foreigners of which 135 were against tourists. Police sources said this was also because not only is Delhi a hot destination among foreign tourists but even those wanting to travel to other states such as Rajasthan or Himachal Pradesh first land in Delhi. The capital recorded over 23 lakh (10.3% of all) foreign tourist visits in 2014.

Goa with 73 cases of crimes against foreigners and UP with 66 such cases are second and third. In all these states tourists form over 80% of all victims.

Maharashtra bucks the trend; here, more non-tourist foreigners were victims of crime in 2014 than tourists — 34 to 25. Maharashtra has the most foreign tourist visits after Tamil Nadu. In 2014, with over 43 lakh foreign tourist visits, it accounted for 19.4% of all such visits. Sources, however, attributed many of these to those going to Goa via Mumbai.
