Dalits demand additional allocation for SC Sub-Plan

Dalit groups here have demanded an additional budget allocation for the Scheduled Caste Sub-Plan this year to compensate for the loss of Rs.8,685.04 crore caused by “inadequate provisions” made in the State budgets during the past five successive years. The allocation should be made in proportion to the population of Dalits enumerated in the 2011 Census.

A delegation of Dalit activists met Chief Minister Ashok Gehlot here with the request for utilising the additional allocation for creation of a land bank for landless Dalits on the Andhra Pradesh pattern and creation of new livelihood opportunities for them. They said agricultural and residential land should be allotted to Dalits on priority.

Centre for Dalit Rights chief patron P. L. Mimroth, who led the delegation, pointed out that Dalits were deprived of Rs.1,589.54 crore in the 2011-12 budget of the total size of Rs.1,92,896.21 crore. The allocation to the SC Sub-Plan was Rs.1,719.97 crore against the statutory requirement of Rs.3,309.51 crore in accordance with the population of Scheduled Castes.

The delegation members said the Sambal Gram Yojana for rural development had been expanded in 2009-10 to include the villages with 40 per cent SC population. Despite the consequent increase in the number of villages from 2,463 to 4,110, the scheme's budget had not increased during the past three years.

Seeking an enhancement in the upcoming budgetary allocations for such schemes for development and empowerment of the Dalits, the delegation drew Mr. Gehlot's attention to the need for appointing a monitoring body for the SC Sub-Plan. A provision in this year's budget for such an institution would ensure effective and speedy implementation of the Sub-Plan, said the delegation members.

The delegation comprised CDR director Satish Kumar and coordinator Tarachand Verma, Dalit Mahila Manch convenor Suman Devathia, former State Women's Commission member Sunita Satyarthi and social activists J. P. Bairwa, Chandalal Bairwa, Mohini Devi, Mukesh Mehra and Milan Naik.

A memorandum submitted by the activists to the Chief Minister said the funds under the SC Sub-Plan should be released to all departments in a uniform manner, against the current allotment ranging from 2 per cent to 10 per cent to different departments. Besides, financial assistance to Dalit victims of crimes should be sanctioned in accordance with the norms revised by a Central gazette notification issued on December 23, 2011.

The delegation members also raised the issues of developing leadership traits among the Dalit elected representatives of Panchayati Raj institutions, effective implementation of the Protection of Women from Domestic Violence Act, 2005, for providing justice to Dalit women and transfer of trial in the Bhanwari Devi murder case to a court situated outside Rajasthan.
