Union home minister P Chidambaram remark blaming the spiralling crime graph in the capital on migrant population comes at a time when in most cases, local people are involved and new gangs are emerging in Delhi's crime scene. 

A look at the statistics available with Delhi Police gives an entirely different picture than what was portrayed by the home minister. More than 83% of people involved in crime this year were from Delhi while only 17% were found to be from outside Delhi. A majority of those arrested come from poor economic strata and were involved in various cases like robbery, rape, burglary and murder. Only 11% of those arrested were from the upper class while 22% of those arrested are from the middle class. 

Delhi Police say that till a few years ago crimes in the capital were committed by notorious criminals either from western UP or Haryana. But as most of the criminals were jailed or killed in police encounter, first timers replaced them. They entered the world of crime for easy money. Lack of job opportunity and adrenaline rush were the other reasons. Most of these first-timers are aged between 18 to 25 years. Since they have no previous records of crime, cops find it difficult to catch them, said a senior police officer. 

A case in point is the recent arrest of two accused into the murder of a software engineer, Prateek Trikha, in Saraswati Vihar on November 21. The accused were identified as Krishna Moorti (23) and Neeraj (21), both residents of Shakurpur in Delhi. During interrogation, they admitted to killing Trikha for money. 

Similarly, one of the accused in the Dhaula Kuan gangrape case who were nabbed from Faridabad were residing at Bhajanpura for the past several years and had recently moved to Dhauj village in Haryana. Police say that greed and aspiration to lead a lavish life are drawing people to crime. Last year, more than 90% of crimes were carried out by first-timers while only 1.43% of the crimes were carried out by history sheeters, said a crime branch officer. 

The involvement of local criminals and first timers have police worried. About 50% of the accused are school dropouts while only 22% have studied till Class X. The recent arrests of six bus robbers revealed all of them were school dropouts. They were resident of Govindpuri transit camp. Another case cracked by Delhi Police is the contract killing of a father by his son. Police arrested Nikesh Gupta, his accomplice Lalit Yadav and three others — all residents of Delhi — for giving a contract of Rs 10 lakhs to kill Gupta's father.
