Delhi government to ban 2-finger test for rape

NEW DELHI: The Delhi government on Monday sought to downplay its health advisory allowing "two-finger test" on rape survivors. It stated that the advisory was misinterpreted and they will come up with a fresh notification to completely ban the archaic test for ascertaining sexual assault.

"We want to make it clear that finger test is banned completely for ascertaining sexual assaults. More scientific methods will be adopted for this purpose," said Delhi health minister Satyendar Jain. Sources said Jain met chief minister Arvind Kejriwal on the issue after which the decision to issue a fresh notification was taken.

"It is now clarified and further reiterated that medical professionals should not perform the 'finger test' for ascertaining the habituation of the sexual assault victim/survivor to sexual intercourse. All hospital authorities in NCT of Delhi are advised to properly adhere to the same," the government stated in its clarification sent to the medical superintendents and heads of the gynaecology department of all state-run hospitals.

TOI had reported on Sunday about the government advisory dated May 29, which said Per Vaginal (PV) examination, also referred to as "two-finger test", for rape survivors can be conducted with their consent. It led to a major controversy after which members of BJP, Congress and even child rights activists slammed the AAP government for their insensitivity.

"A rape victim should not be subjected to such human treatment. What AAP government has done is wrong. The health minister must apologise," BJP spokesman, Sambit Patra, said.

Congress leader and former Union minister RPN Singh termed it as "very unfortunate" and said the test was banned when the party was in power. "It (the circular) was a bad step and it is good that they have withdrawn in."
