Among the people who are waiting for the Commonwealth Games Organising Committee (OC) to settle their accounts is the Delhi Lokayukta, Justice Manmohan Sarin.

Justice Sarin and the OC are in a dispute over the security deposit for a house in Panchsheel Enclave that he had rented out to accommodate foreign delegates.

Justice Sarin has not returned Rs 5.36 lakh out of the refundable security deposit of Rs 8.25 lakh to the OC. He says the amount is due to him as there was extensive damage to the house and there were pending electricity and telephone bills apart from the over Rs 4 lakh unpaid rent for November and December. Though Justice Sarin has written to the OC repeatedly, the committee is yet to settle the accounts.

In May 2010, Justice Sarin gave out his three-storey house in D block, Panchsheel Park, on a monthly rent of Rs 2.75 lakh to the Organising Committee. The committee had not advertised for accommodation and Justice Sarin came to know about it from an acquaintance. The OC used Justice Sarin’s house to put up its official Chavez Jose.

Sarin had been living in the house till May 2010 when he moved to the official accommodation of the Lokayukta.

“At the time they handed over the house, the generator was not working. The drainage was blocked with dried leaves that had accumulated on the balcony and this led to seepage and a large portion of the house was affected,” Justice Sarin told The Indian Express.

Justice Sarin has sent copies of the bills of the repair work to the OC. According to Justice Sarin’s letters to the OC, the generator was kept on automatic mode by the residents which meant that it was running for several hours during power cuts.

Justice Sarin’s bill was discussed by the Empowered Payment Review Committee (EPRC) that has been constituted by the OC to settle pending payments. However, no decision has been taken so far.

The Organising Committee CEO, Jarnail Singh, said: “We are looking at the lease document, the matter will be settled at the earliest.”

Justice Sarin has given out the house on rent again after carrying out the repairs.
