Government of India statistics show that apart from being the national capital, Delhi is also the rape capital, with the highest number of rape cases (414) being registered in the city-state last year.

Now, figures tabled in Parliament show, the city also enjoys the dubious distinction of being second-highest when it comes to number of complaints by women relating to police harassment and police apathy.

While Uttar Pradesh leads the tally with 1,761 such cases being filed with the National Commission for Women (NCW) in 2011-12 (till November 24, 2011), 357 complaints relating to harassment of women by the Delhi Police and police apathy were filed in the same period.

Incidentally, in July this year, Delhi Police Commissioner B K Gupta had raised the hackles of women groups and NGOs when he asserted that if women travelling at night wanted to be safe, they should be not venture out alone.

A survey of working women by industry body Assocham early this year had found that almost 65 per cent of women interviewed in Delhi felt insecure working night shifts.

According to figures submitted in the Lok Sabha in response to a question by Samajwadi Party MP Sushil Saroj, the number of complaints by women relating to police harassment and police apathy in Delhi was 126 in 2008-09, 237 in 2009-10, 453 in 2010-11 and 357 in the first 11 months of this year.

An interesting trend seen across the states is that in most states, the number of complaints for this year is less than the complaints last year.

Among the other states that have a high number of complaints received by the NCW, Rajasthan has 251 complaints so far this year, while Haryana has 204 complaints so far.
