Delhi sets Oct deadline for UID

Delhi Government is gearing up to commence work on bringing the entire city under the "Adhar" project wherein every person will be enrolled and issued a Unique Identification Number. The state has set October as the deadline for completing the UID enrolment exercise.

Chief minister Sheila Dikshit on Monday chaired a meeting to review the status of the UID project. The meeting was attended by education minister Arvinder Singh, urban development minister Raj Kumar Chauhan, health minister Kiran Walia and labour minister Ramakant Goswami. Chief secretary Rakesh Mehta and other senior officers from the National Identification Authority of India (NUIA) and departments concerned of the city government were present.

It was decided that the chief secretary will oversee and monitor the progress on regular intervals. It was reported that information in regard to 8.77 lakh BPL (below poverty line) families and other vulnerable categories is ready. Hence, it has been decided to initiate enrolment of those families immediately. Once these data are in place the government plans to prepare grounds for the linkage of LPG subsidy to these families.

The Unique ID Number will provide a definite identification of an individual and enable the person for access to various financial benefits. The number will be issued to all people through fingerprints and iris images. These impressions will be collected through machines and will be taken only for persons above five years of age. The details that will be sought during the enrolment process will include name, age, parents' name, address, fingerprints and two iris images.

The UID is being seen as a foolproof identity to overcome the problem arising out of multiple identities and duplication at the time of accessing the benefits of social schemes. The city government proposes to launch a campaign to bring awareness on the importance of UID numbers. NUIA will provide publicity material and well-designed and well-conceptualized jingles and spots for this purpose.

It has been decided to deploy 3,000 machines for this purpose. A machine is capable of completing the enrolment exercise of 50 people in a single day. With the deployment of 3,000 machines, it is expected that the enrolment in respect of 1.5 lakh will be completed in a single day. The government proposes to make use of school buildings during the summer vacation and take up this exercise as per logistics based on the 3,200 polling stations in the capital. The numbers will be sent by speed post 15 days after completion of the enrolment process.
