Calcutta: The Bengal budget has proposed a grant of Rs 50,000 each to 50,000 migrant workers who were forced to return from other states because of demonetisation.

By announcing the first such scheme in the country, the Mamata Banerjee government has beaten to the draw the Narendra Modi dispensation. Speculation had swirled around the Modi government that it might share the "gains of demonetisation" with the people through direct deposits in bank accounts but no step has been announced so far.

Besides the grant that will require Rs 250 crore, the Bengal budget has proposed a Rs 100-crore package for farmers to cope with the effects of the demonetisation. Together with the grant, the demonetisation package will cost Rs 350 crore.

"We do not have enough money and our abilities are limited.... But still we are trying to do our bit for workers and farmers who were affected the most after demonetisation.... This grant will help them start life afresh," Mamata said after finance minister Amit Mitra tabled his budget proposals.

The budget also proposed a stamp duty relief that should bring down the cost of property transactions.

Although the Bengal government's demonetisation payout is a one-time affair, the jury is still out on the effectiveness of cash doles - Finland is carrying out a two-year experiment on a universal basic income scheme under which regular payments will be made to people and the latest Economic Survey of India has flagged the scheme.

Even if opinion is divided on dole economics, its political potency has already been proven in Bengal, and Mamata is no stranger to such schemes. The chief minister defused the Saradha backlash through direct payments from the state exchequer and endeared herself to Trinamul youths by doling out cash to sporting clubs.

It is not yet clear how many workers have returned to Bengal post-demonetisation and how the recipients will be chosen. "We are in the process of collating exact numbers," Mamata said.

Given the humane nature of the scheme, the Opposition was unable to criticise it but CPM state secretary Surjya Kanta Mishra asked the government to ensure that the recipients are not limited to supporters of Trinamul alone.
