Disabled upset as bill for their rights stuck -Rakhi Chakrabarty

NEW DELHI: Differently-abled people took to the streets in protest as Parliament adjourned sine die without passing the much-awaited Rights of Persons with Disabilities Bill on Friday.

The bill, which seeks to broaden the ambit of disability from the existing seven to 19 categories, could not be passed primarily due to disruptions in Parliament on Telangana and other issues. The bill was introduced in Rajya Sabha on February 7 by Mallikarjun Kharge.

Speaking to TOI, Javed Abidi, convener of the Disabled Rights Group (DRG), said, "We had met leaders across political parties, including Sonia Gandhi, Rahul Gandhi, Rajnath Singh, Arun Jaitley and Sitaram Yechury. All of them assured us of their support. But now it seems they stabbed us on our back."

Abidi, afflicted with congenital spina bifida and confined to a wheelchair, has fought a long battle for the bill that proposes a hike in reservation for the disabled in public sector from the existing 3% to 5%. There is also a provision to reserve seats for them in higher educational institutions.

"The bill would have benefitted about 70 million disabled people in the country. For the first time, this bill would have opened up jobs and education for people with mental disabilities and multiple disabilities," said Abidi.

A section of activists and the disabled were, however, opposed to the bill as it was a diluted version of the earlier drafts.

"No law is perfect. If we had this law, it would have been a game-changer. Now, politicians have put a brake on aspirations of the disabled by sending it to the cold storage. We have been set back by about two years," said Abidi.
