Discrepancies in school enrolment records: PIL -Aneesha Mathur

New Delhi: The Delhi High Court on Friday issued notice to the Delhi government and CAG on a PIL alleging that private unaided schools in Delhi had been submitting incorrect data on enrolment and receipt of fee.

The special bench of Justice BD Ahmad and Justice Sidharth Mridul, which has been monitoring the issue of fee in private unaided schools in Delhi, issued notice to the Department of Education, Delhi and CAG to respond to the petition filed by NGO Justice for All. The bench also directed them to file their replies by December 13.

In its plea, the NGO represented by advocate Khagesh Jha has alleged that replies to RTI applications sent to the DoE have shown a "huge difference" in the data on enrolments in schools. The statistics had been submitted by the heads of the schools to the DOE. According to Jha, the NGO had received replies from the DoE regarding over 200 schools.

"The replies are all signed by school principals and attested by a senior officer of the DoE. Most of the schools show huge difference in the enrolments," the advocate said.

According to the plea, there was a huge difference in the number of students shown in the records filed for class-wise enrolment of students under Annexure IV of the Delhi School Education Rules 1973, the annual return filed by the school, compared to enrolments shown in the undertaking given by all schools in April 2012 for enrolment data submitted to determine EWS admissions.

"Ryan International School, Rohini Sector-24, shows 160 enrolments in pre-school, 362 in pre-primary and 482 in class I in their undertaking for 2009-10. But the annual return under Rule 180 (1) shows that school starts from class I and only 47 enrolments during the same period... a difference of 1,057 enrolments in 2009-10, 649 in 2010-11, 462 in 2011-12 and 457 in 2012-13," the plea says.
