Show-cause for whistle-blower, Naga Mothers Association

Unhappy with the implementation of the National Rural Health Mission, the Naga Mothers Association (NMA) — an apex body of women of different tribes in Nagaland — has called for a full-fledged inquiry into the scheme to eliminate shortcomings and ensure transparent and effective health delivery service.

In a memorandum submitted to Governor Nikhil Kumar, a copy of which has been sent to the Union Health and Family Welfare Secretary here, the NMA claims it has documentary evidence to prove its allegations which include glaring anomalies, financial irregularities and conflict of interest in the implementation of the NHRM.

The inquiry committee must include at least two NMA nominated experts, it says.

Last year only one meeting of the State Health Mission was convened to obtain approval for partnerships, with no time given to discuss serious concerns. Till date, many district tribal units of the NMA are unaware that they are members of the District Health Society as they have not been invited for meetings. The MMA president is supposed to be a member of the State Health Mission.

Pointing out another instance, the memorandum says that though under the Janani-Shishu Suraksha Karyakram free referral transport is to be provided to the expectant mother before and after delivery, transportation charges are being claimed.

The NMA has also received reports of preferential payments under the Janani Suraksha Yojana in health units/district hospitals, convener Rosemary Dzuvichu told The Hindu over telephone from Kohima. Mothers giving birth to male children were paid more than those who were delivered of female children.

“The NMA's concerns and objections on such preferential payments under JSY were highlighted, at a national seminar organised by the North East Network last December in Kohima, in the presence of Planning Commission Member Dr. Syeda Hameed and the Secretary, National Commission for Women, New Delhi, Dr. Anita Agnihotri. When such anomalies were brought out by the media, the Department of Health and Family Welfare immediatelythreatened the NMA by serving a show-cause notice,” said Ms. Dzuvichu.

“Such threats to cover up illegal activities under NRHM have been viewed seriously by the NMA, as the Department has failed to inquire into such violations of human rights of mothers and babies and, instead, resorted to defamation of the NMA and threatening our freedom of speech. Details of preferential payments and names of hospitals have been orally conveyed to the Principal Director, Department of H&FW, but the NMA reserves the right to protect the identity of patients who have been discriminated against to avoid further harassment to them.”
