Disproportionate assets case: IAS officer’s premises raided, FIR lodged

The Central Bureau of Investigation (CBI) on Thursday registered a disproportionate assets case against a senior IAS officer, presently posted in the Delhi Development Authority (DDA) as Commissioner, after raiding his residence and other places allegedly owned by him in the capital region.

The investigating agency also claimed to have recovered huge assets disproportionate to his known source of income.

The officer, Manoj Kumar Agarwal, 43, is posted as Commissioner (Land Disposal-Urban Development) in DDA since September 24, 2009. He was earlier the private secretary to Priyaranjan Das Munshi when he was the Information and Broadcasting minister, and later the Water Resources minister.

According to officials, CBI sleuths found that he has amassed huge assets — both in his own name and family members’ names. The CBI today conducted raids at eight places in Delhi, Ghaziabad and Mathura and found that Agarwal owns several properties, besides having accounts in several banks.

CBI spokesperson Harsh Bhal said details about Agarwal’s properties and bank accounts are being scrutinised and investigations are on.

CBI sources said Agarwal has “at least” Rs 50 lakh in his various bank accounts. They said details have so far emerged about five lockers, three plots in Sector-12 and Sector-23 in Dwarka, one plot in Sector-47 Gurgaon, one plot in Greater Noida and three plots in Ghaziabad.

Officials also said Agarwal allegedly tried to throw a packet containing Rs 2.75 lakh outside the house while raid was being conducted at his S-72, Nivedita Kunj residence today. They added that the packet containing cash was recovered.

The CBI also raided a chartered accountant, identified as Mangat Garg, to know about Agarwal’s income.

An official from the investigating agency said, “We are trying to find out whether he amassed assets during his posting with the DDA.”

The 1990-batch West Bengal cadre officer had reportedly sent notices to TV channels when channels aired a ‘vulgar’ footage of Mahatma Gandhi in 2007, according to sources.
