District NREGA slate too clean; no jobs, no demand, no expense either by Pranav Kulkarni

Pune : The Union Government’s advice to states to suspend employment guarantee activities during peak seasons might just be hours old, but the district administration seems to have implemented that much earlier. If the National Rural Employment Guarantee Act (NREGA) 2005 data on website maintained by the National Informatics Centre is to be trusted, the district has not generated any employment over the past two fiscals — 2009-’10 and 2010- ‘11. What’s more, the records say there have been no households that demanded employment in the district.

The NREGA 2005 makes it mandatory for the state government and district administration to ensure a minimum 100 days of unskilled manual labour to adult members of families demanding employment under the scheme. Creating awareness, generating employment and keeping track of works listed under the scheme is the mandate of the district administration. As per the data for Pune district available on the website, the district had no employment demand in these two fiscals.

While there was zero employment created, no development works were undertaken during the tenure. This, when the state had employed as many as 4.5 lakh and 5.5 lakh households in 2010-’11 and 2009-’10. “The numbers are actual and there was no employment during the two years. An agency has been appointed to upload the data on the website. It is the responsibility of the Employment Guarantee Scheme (EGS) department to ensure that the scheme is implemented and data uploaded on the website,” said Ashwini Karmarkar, DIO, NIC, Pune District Centre.

Here are some more interesting numbers. In 2010-’11, the EGS administration took up just 55 works — five rural connectivity projects, one flood control protection project, 36 water conservation and water harvesting projects and 13 land development projects, none of which was completed. Zero number of projects were initiated during 2009-’10 and 2008-’09. The state, however, had undertaken 49,205, 24,926 and 25,076 projects in the tenure, completing 18,707, 10,613 and 10,778 projects respectively. About 40 per cent of the district’s population lives in rural areas and in districts such as Thane, for instance, 3,195 works were undertaken and 3,017 completed in 2009-’10, 4,047 works completed out of 4,289 in 2010-’11.

In 2008-’09, the Centre had released Rs 3.70 crore in addition to an existing balance of Rs 5.75 crore. It released another Rs 3.87 crore in 2010-’11. The data, however, show that the administration has not spent a single rupee on NREGA in 2010-’11. “It is mandatory to upload the statistics of the scheme on the website every month. The work has been lagging. There was no work undertaken under NREGA in the district over the past two years. We have started generating employment since April and should reflect on the figures for this year,” said Milind Pathak, deputy collector, Employment Guarantee Scheme, Pune district.
