E-Shakti Smart card project launched in Patna dist

On Thursday in the presence of chief minister Nitish Kumar, worker Shyam Narayan Chauhan from Patna district put his finger print on a handset which matched with the biometric mark stored in his E-Shakti Smart Card that he possessed and flaunted as his new pride. Since the card is linked with financial inclusion of the card holder, he also drew Rs 300 from the total sum of Rs 397 in his account with Central Bank of India.

This marked the commissioning of the use of E-Shakti Smart Card as a pilot project in Patna district which, when completed, would cover 13 lakh people valid for job under Mahatma Gandhi National National Rural Employment Guarantee Act (MNREGA). "It is the initiative of Bihar to use science, technology and information technology to empower the beneficiary worker in the countryside," the CM said, adding: "MNREGA is a national project. The E-Shakti Smart Card that we have introuduced can be utilised by other states, too."

As he said, it has been introduced to plug loopholes and scope for irregularities in the implementation of schemes undertaken under MNREGA, since a large number of irregularities committed were being reported about by the concerned. The initiative in this regard began in February last year, when the use of Smart Card was introduced for the beneficiaries. "Later, financial inclusion of the beneficiary was also tagged to it," Nitish said, adding: "It will be introduced in other districts after Patna district is covered."

The CM introduced the E-Shakti Smart Card at a function held in Samvad Bhawan at his secretariat in the presence of ministers Ramashray Prasad Singh, Bijendra Prasad Yadav, Narendra Singh and Nand Kishore Yadav, as well as Amarendra Pratap Singh ( MLA) and a host of senior officials.

Glodyne was the company which was shortlisted for making the E-Shakti Smart Card a reality. Its chief managing director ( CMD) Anand Sarnaik said that Bihar, with this feat, had emerged as "game changer in public administration nationally" to plug loopholes in the implementation of the schemes under MNREGA. It would be adopted by other states, too.
