EC calls all-party meet on verifiable paper trail

Experts panel has okayed design, EC tells Supreme Court

New Delhi: The Election Commission on Thursday informed the Supreme Court that it would convene an all-party meeting on May 10 to decide on changes to be made in the electronic voting machine for introducing the Voter-Verified Paper Audit Trail (VVPAT) System.

Under this system, a voter by pressing a button in the EVM will know the candidate whom he/she is voting through a printing slip which will display the name and go into a box. A light will blink and the name of the candidate, his/her party and the serial number will be displayed before printing takes place in a device attached to the EVM.

Senior counsel Ashok Desai, appearing for the EC, made this submission before a Bench of Justices P. Sathasivam and Ranjan Gogoi, which is hearing Janata Party president Subramanian Swamy's petition for introduction of EVMs with voter verification slips. Dr. Swamy appeared in person in the case.

In a fresh affidavit, the EC said the Technical Expert Committee had, at a meeting held on February 4, approved the VVPAT design and decided that software fine-tuning be done and modified design specifications be submitted to the panel for approval. The committee also recommended that the EC might try the VVPAT system in a by-election.

The EC would require about 13 lakh EVMs and Rs. 1,690 crore for implementing the scheme, the affidavit said. The Commission had on March 28 informed the Legislature Department of the Ministry of Law and Justice of the amendments required to the Conduct of Elections Rules, 1961 as well as introduction of new rules for proper implementation of the VVPAT scheme.

Attorney General G.E. Vahanvati said the department concerned was taking steps for bringing in amendments as suggested by the EC. .

In a brief order, the Bench said: "Taking note of the various suggestions made by the Election Commission, we feel that the Government of India may require reasonable time to come forward with the scheme for implementation of the proposal sponsored by the Election Commission. For this purpose, particularly, making amendments to Rules as suggested by the Election Commission [and] making provision for funds, we intend to give [the Centre] substantial time." Further hearing is posted to August 22.
