Economic census delayed again due to lack of personnel by Rishi Shah

The government's ambitious economic census to create a comprehensive database of the economic profile of India's households and businesses has been pushed back again because of lack of personnel. 

The census department is right now busy with the survey to enumerate people below poverty line and feels a simultaneous economic survey will stretch its resources undermining the data quality. 

"There has been a decision taken to delay the economic census as conducting it with the BPL census could undermine data integrity," said a senior government official. 

The census will now start by September 2012 only. 

The economic census, which provides basic data on the number of enterprises and people employed in them, was originally planned to begin in February 2011. 

The BPL survey would determine which households would come under the purview of the government-run safety schemes for the poor. The number generated by the survey would have major cost implications for government as it looks to provide basic access to food throughout the country. 

Experts in the government have shot down the idea of clubbing the two censuses together fearing it could lead to an overestimation of the people below the poverty line. 

The economic census aims to create a database, National Business Register, that will capture all business establishments with a workforce of 10 or more people with details such as their addresses, sectors, turnovers, number employed. The scope of the census has been widened to include the services sector, mom & pop stores or neighbourhood retail shops and businesses run from home. 

It is expected to cover about 24 crore households and between 4 crore and 5.2 crore enterprises. 

The economic census was first pushed back last year due to the unavailability of resources. Caste and BPL census, launched last year, require huge resources as each count requires at least 10 lakh enumerators. Also, the workforce has to be trained in accordance with the objectives of the exercise for better results. 

The latest economic census would be the sixth one to be conducted by the Central Statistics Office since 1977. 

Since then, it has carried out four more economic censuses in 1980, 1990,1998 and 2005. 

The economic census is the only way to meet the need for data in respect of the unorganized non-agricultural sectors of the economy.
