Education dept finally starts process to reimburse RTE bills -Baninder Rahi

Chandigarh: To meet the long-pending demand of private schools, the UT Education Department has finally initiated the process of reimbursing the bills submitted by private schools regarding the expenditure incurred on the economic weaker section (EWS) students and disadvantaged groups admitted under the RTE Act for the past three years.

To verify the bills, the department has asked the schools to submit documents containing information regarding the number of EWS students admitted, attendance records and fee structure of the school.

The office of District Education Officer (DEO) is dealing with this matter and its accounts branch has to verify the documents that schools will submit and it will also be checking whether information submitted by the schools matches bills they had submitted. The department had already decided to pay Rs 825 per child per month for the 2010-11 session and Rs 865 for 2011-12.

The Education Department has told the schools that reimbursement will be done for only 10 per cent EWS and disadvantaged groups admissions.

Talking to Newsline, DEO Ram Kumar Sharma said, "We have started the process. Once verification will be done their bills will be reimbursed". While Director Public Instructions (DPI) (Schools) Upkar Singh said that this reimbursement matter is on the priority of the department and we are working on it.

One of the officers, requesting anonymity, said that verification of documents is necessary as if any school is charging fee Rs 500 or Rs 600, the department cannot pay them Rs 825 or Rs 865 per student.

The reimbursement amount was calculated after considering the recurring expenditure on a child divided by the number of students in the elementary section of the schools. The bills for the session 2012-13 will be considered after the department clears the bills pertaining to year 2010 and 2011.

A high-powered three-member committee comprising Secretary V K Singh, special secretary Medical Education D K Tiwari and chairman of Chandigarh Housing Board Satya Gopal was constituted to look into the reimbursement issue.

Independent Schools Association (ISA) president H S Mamik said that schools have received letters from the Education Department asking for certain documents, but that they are shocked that they are going to reimburse expenditure incurred on 10 per cent EWS students.
