Elite residential schools violate RTE norms by Shoeb Khan

Residential schools in the state are the latest additions to the bandwagon of private elite schools contravening the provisions of the national Right to Education (RTE) Act 2009.

TOI did a reality check by calling them impersonating as parents and going through their websites. These schools are planning to hold a screening procedure in the form of interactions with parents of students seeking admissions at the elementary level and in primary classes in December and January.

Ajmer-based Mayo College plans to hold such an interaction on December 21 and 22, says an admission interview notice dated November 29 on their official website.

"Interactions with parents and students seeking admissions to classes IV, V and VII will take place on 21 and 22nd December 2011. Those parents being called for the interaction will be intimated by 10th December 2011 individually. Queries on phone or by email will not be entertained," states the notice. The school has already conducted a written entrance test for admission to standard 4, the lowest class in their junior school, which is a gross violation of Section 13 of the RTE Act 2009.

Similarly, Mayo College Girls' School has also flouted the RTE Act by conducting an entrance test in November and will hold a screening in January, according to information put up on its website. Jamila Singh, principal of Mayo College Girls School admitted that the school will conduct interaction sessions with parents. When told that the RTE act prohibits screening of any kind, she said, "We are just holding meetings with parents like Mayo College."

In a similar manner, semi-residential schools like Delhi Public School and Neerja Modi School in Jaipur and residential schools like Neemawat Public School on Churu road have specified that students seeking admission needs to appear for an interview followed by written test. TOI has screen shots of the mentioned schools' websites. Sunita Sabharwal, admission director of Neerja Modi School denied information about the school holding interviews despite their website clearly stating, "Grade V-VIII: Students seeking admission to any of the above grades need to appear for an interview as well as written test..."

Kiran Bhatty, national coordinator, RTE Division, NCPCR, New Delhi said, "Section 13 of the RTE Act clearly states that no school can have a screening procedure for admissions at the elementary level. There are no exemptions mentioned in Section 13. This is a blanket ban, applicable to all schools - whether government, aided, unaided, private or specified category like Kendriya Vidyalaya, Navodaya etc and even residential schools.

He added that the Act addresses elementary education - defined as 1st to 8th standard - and it does not matter if the school does not have classes starting from standard 1. The screening procedure is banned for all classes up to standard 8th. The law provides that even children who have never been to school can join the age-appropriate class without being put through any screening."
