Even Food Minister's home State misses deadline on Food Security Bill by Gargi Parsai

With only a few States having sent in their comments on the Food Ministry's draft National Food Security Bill, 2011, till the closing date on Friday, the Centre is planning to extend the date by a month or two, official sources said.

Despite Minister of State for Food and Consumer Affairs K.V. Thomas having written to all States and Union Territories last week to send in their comments, not even his home State of Kerala had responded till Friday. In fact, Mr. Thomas had also written to Prime Minister Manmohan Singh to convene a meeting of Chief Ministers to discuss the draft Bill. So far only Bihar, Chattisgarh, West Bengal, Nagaland, Andaman and Nicobar Islands and Mizoram have responded to the Food Ministry's call for comments on the Bill that was posted on the Ministry's website earlier this month.Most States sought amendments in certain provisions that restricted their supply of foodgrains for the targeted population. Chattisgarh wanted the levy sugar allocation for the below Poverty Line to be enhanced as the quantity was fixed in 2000. The North-Eastern States did not want their Above Poverty Line (APL) quota of 35 kg per household per month to be reduced as was proposed in the Bill. The proposal is to restrict the APL allocation to 15 kg per household per month.Public comments, so far, have been a trickle, mostly from few NGOs and institutions. There have been demands for universal Public Distribution System and against linking the poverty line to food entitlements. The Bill provides for coverage up to 75 per cent of rural population (with at least 46 per cent as priority (BPL) and 50 per cent of urban (with at least 28 per cent as priority) households.
