Eye on RTE, govt plans multi-storey schools by Maroosha Muzaffar

Breaking away from the two-storey norm for school buildings, the Education department has commissioned the construction of four-storey schools.

The move is aimed at accommodating “more children in the schools” and fighting the shortage of land in the Capital.

A senior official in the Education department told Newsline, “We have asked the construction agency to build schools that have more capacity. We are asking them to increase the storeys to three, or even four in some cases.”

To begin with, the decision will apply to new government schools coming up in the city and is in keeping with the enrolment numbers, he added. “All our schools are packed to capacity. We need to accommodate all children. Hence, this decision to construct more than two storeys.”

The Public Works Department has been entrusted with the project, the official said.

“We cannot go vertical in all cases, there are areas where the school will have to be only one or two-storey, but wherever we have the option to increase the number of floors, we are doing that,” the official said. “Only pucca structures can have extra floors. In areas where we cannot increase the floors, we have to build semi-pucca structures. We cannot violate building norms.”

Following the implementation of the RTE Act, the schools — already struggling with space crunch — fear the teacher-student ratio is being affected.

Principal of government-run Rajkiya Sarvodaya Bal Vidyalaya-Trilokpuri M R Singh said: “We cannot deny admission to anybody. And we have no space here in the school. We are helpless. We do our best but where do we accommodate children? There is no option but to admit them in already overflowing classrooms that at times spill on to the corridors.”

The Education official added, “We have got approval from the Delhi Development Authority for construction on 20 plots. We also have also approached the gram sabha for land. In the next two to three years, there should be at least 50 new schools in the city.” In the past year, the department has constructed nine school buildings.
