FAO panel on food security to be reformed by Gargi Parsai

Faced with rising world hunger and “unacceptable” poverty, members of the Food and Agriculture Organisation Committee on World Food Security (CFS) have agreed on a wide-ranging reform, the FAO announced on Tuesday.

The reform aims at making the CFS an “inclusive” international and intergovernmental platform dealing with food security and nutrition, and its being a central component in the evolving global partnership for agriculture, food security and nutrition.

In addition to the member countries (which include India), a wider range of United Nations organisations working on food security and nutrition, NGOs, multilateral funding agencies, the World Trade Organisation, and representatives from the private sector would be on the panel, the FAO said.

It is estimated that more than a billion people — one in every six — may suffer from undernourishment.

The rise in food prices in 2007-08, followed by the economic slowdown in 2009, heightened awareness of poverty and hunger around the world. The CFS agreed to undergo a reform process to include a wider group of stakeholders and increase its impact on promoting policies to reduce food insecurity.

The World Summit on Food Security, to be held from November 16 to 18, will focus on making sure everyone in the world has enough food and how to support implementation of the CFS reform.

The reform, in response to calls for greater coherence, is designed to focus the committee’s role on the global coordination of efforts to eliminate hunger and ensure food security for all. This includes supporting national anti-hunger plans and initiatives, ensuring that all relevant voices are heard in the policy debate on food and agriculture, strengthening linkages at the regional, national and local levels, and basing decisions on scientific evidence and state-of-the art knowledge.

It would promote greater policy convergence through the development of international strategies and voluntary guidelines on food security and nutrition based on the best practices from countries that made progress in reducing hunger. Food security and nutrition experts will advise the panel.

“The CFS reform shows that the international community is committed to paying more attention to the elimination of hunger and poverty,” said Hafez Ghanem, Assistant Director-General, FAO.
