Farmers have a role to play in fixing cane payments: Pawar

Union agriculture minister Sharad Pawar on Friday said that farmers' leaders should be included in the committee which decides sugarcane payments for the crushing season.

"Their participation in the process would help solve the deadlock on payment issues which obstruct smooth running of the season," Pawar said. He was speaking at the annual general body meeting and annual meeting of the governing council of the Vasantdada Sugar Institute here.

There have been strong agitations by farmers' organisations, which has affected functioning of sugar factories, mainly in Pune district. Taking cognisance of it, Pawar said, "Labourers involved in cane harvesting was facing the heat as they have been attacked by farmers' organisations. If the labourers stop harvesting, it will be a loss to the farmers as well as sugar factories."

An agreement on payment transport of cost has been signed with the transporters union, Pawar added.

"This crushing season is likely to produce around 250 lakh tonnes of sugar, of which 90 lakh tonnes will come from Maharashtra. The previous year's stock is 54 lakh tonnes, which means that the country will have 300 lakh tonnes of sugar. The annual consumption is 220 lakh tonnes. Out of the remaining 80 lakh tonnes, 40 lakh tonnes will be stored as buffer stock for next year. The rest can be exported," Pawar said.

On Thursday, the Union government has decided to export five lakh tonnes of sugar. "Sugar factories would be given a fixed quota. If a factory is not interested in export but has been allotted a quota, the factory can transfer the same to other interested parties. The decision on exporting sugar will be taken every month, based on the demand and supply position," Pawar said.

Earlier, chief minister Prithviraj Chavan expressed concern about the competition among sugar factories to increase the first instalment of sugarcane payments, saying that it was unscientific and illogical. "Sugar factories, as well as farmers need to focus on the final payment. The competition among factories over the first instalment is misleading, as farmers believe that it would transform into higher returns."

Chavan also said that the National Bank for Agriculture and Rural Development, which examined the functioning of the Maharashtra State Co-operative Bank, has raised doubts about its viability. The bank is a major financer to co-operative sugar factories.

The chief minister said that some distilleries set up by sugar factories in the state were not treating their effluents before releasing it into the rivers. "The Union environment ministry may put a ban on functioning of these distilleries. Factories need to undertake environment friendly projects as part of their corporate social responsibility," he added.

During the meeting, Vijaysinh Mohite Patil was elected as chairman of the Maharashtra state federation of co-operative sugar factories (Sakhar Sangh). Dilip Deshmukh and Jayprakash Dandegaonkar were elected as vice-chairmen.
