Farmers slam govt for selling land to pvt firms by Dipak Kumar Dash

Delhi farmers on Sunday demanded that there should be a provision for a judicial review of cases in which government acquired land for public purposes but later sold them at the market price to private firms. Representatives from different villages of rural Delhi made this demand at a mahapanchayat held in Mahipalpur, one of the capital's oldest villages. The farmers had gathered to protest against the "archaic" Land Acquisition and Delhi Land Reforms Acts.

"Delhi has come up on our land. Development and urbanisation are inevitable. But we are neglected and benefits of development never reach us. After acquiring our land, the government auctions it at higher price. Agencies like DDA have done nothing good for people in rural areas," said Colonel Rai Singh Balhara, secretary of Delhi Gramin Samaj, which organized the mahapanchayat.

He added the DDA had acquired land at a lower price in Mahipalpur, Vasant Kunj and Saket, and later auctioned it for developing malls, hotels and office complexes.

Addressing the gathering, Mathura MP Jayant Chaudhry alleged the government agencies were becoming profit-making bodies and this has been happening in Delhi, Haryana, UP and other parts of the country. "Locals should be allowed to participate in the development. We need to give a thought to whether the development we are talking about brought any change in villages," he said. Chaudhry, the grandson of leader and former PM Chaudhry Charan Singh, has tabled a private member bill in the Parliament, seeking amendments in the Land Acquisition Act.

On its part, DDA said the agency is not a profit-making body. "It's a no-profit and no-loss making agency. We don't get any grant or collect house tax. The profit that we make by auctioning properties for commercial purpose and the revenue we get from selling high-end houses is used for building low income group and middle income group flats. We also spend money on developing green areas in the city," said DDA spokesperson Nemo Dhar.

Earlier Kishanji, a farmers' leader from Palam village said the government agencies should take the land on lease instead of acquiring it. "Since they also lease out land for 99 years, why can't they do it in our case. At least, our third generation can get back the land," he pointed out.

Taking on the government agencies, Pradhan Khajan Singh of Dhasa village said these bodies are "swallowing too much" that is not fair. "Thoda bahut khana to theek hai," he quipped. Bijwasan MLA Satprakash Rana highlighted the plight of residents in urban villages.
