Fast-track BPL status for 4 million families in Maoist zone -Subodh Ghildiyal

NEW DELHI: Four million households in Maoist-affected districts are likely to get BPL status without having to wait for another two years when the Socio-Economic Caste Census is expected to be completed. The list of BPL will be revised based on the findings of the census.

The shortcut inclusion in the 82 Maoist-affected districts is aimed at making the poor, who fell between the cracks of the poverty survey in the past, eligible for the schemes of rural development ministry that include old-age pension, rural housing and insurance among others.

In a radical move, all rural families in 22 Maoist districts, that fall under 5% most backward districts of the country, would be declared as BPL. It would add 1.6 million households to the list of poor.

Also, every rural household in another batch of 34 Maoist districts would be declared as BPL if it belongs to SC/ST or is headed by a woman or has an elderly or disabled member. These districts are lower on the poverty ladder, figuring among the bottom 190 districts of the country.

Among the remaining 26 Maoist districts, the Planning Commission has found 105 blocks as figuring among the 30% most backward blocks in the country. A household in these blocks would be considered BPL if it is SC/ST or headed by a woman or having an elderly or disabled member.

The recommendations of an expert committee headed by plan panel member Abhijit Sen are likely to be forwarded for Cabinet approval, RD minister Jairam Ramesh told TOI.

The decision to update the BPL list for welfare schemes of rural ministry resulted from concerns that there were serious errors of exclusion which had to set right at the earliest.

The RD ministry felt that instead of waiting for SECC to revise the BPL list nationally, it could update the list for its limited use since states have been lobbying for early action.

While identifying the poor without the SECC runs the risk of errors, the committee felt the task was easier in Maoist districts where poverty is overwhelming.

The panel recommended that most rural households in 22 most backward Maoist districts face overwhelming poverty. Their universal inclusion is unlikely to result in discrepancies while weeding out can be done of the few households that have a member who pays income tax or is in government service or owns a four-wheel vehicle.
