FCI paid Rs 4.27 cr extra to govt for gunny bags, says audit report by Raakhi Jagga

The Food Corporation of India (FCI) paid additional Rs 4.27 crore to the state government in 2008-09 and 2009-10 towards gunny bags for procurement of paddy. This has been revealed in the latest audit report procured by the Council of RTI Activists through the Right to Information (RTI) Act.

Council president Rohit Sabharwal and general secretary Arvind Sharma said though the audit department had asked the FCI to get this payment back, nothing had been done to set the records right till now. The report was submitted in November 2010.

“According to a government notification, the audit report says, ‘once-used’ and new bags were to be used in 50:50 ratio during the process of paddy procurement in 2008-09 and 2009-10. The rate for the new bags was in the range of Rs 9.8 to Rs 12.71 per bag, while that of the ‘once used’ ones was Rs 5.40 to Rs 5.80. While a total of 73.9 lakh bags were utilised, the payment was done at the rate of new bags only, which has resulted in an overpayment of Rs 4.27 crore,” says Sabharwal.

In contravention of the instructions issued by the Government of India, the audit report says, no certificate was obtained from the state government and its agencies stating that the paddy crop was purchased in new and once-used gunny bags in 50:50 ratio.

The report categorically issues instruction that the money should be recovered along with interest and the matter intimated to the audit department, but sources said nothing had been done in this context till now.
