Female literacy rate takes 17-pt jump

After gaining 12 healthy points since the 2001 Census, the literacy rate of Uttar Pradesh moved closer to the national average of 74.04%. The state registered a literacy rate of 69.72% in the 2011 Census.

Top performers in the state, which helped in increasing the percentage by several points are Ghaziabad (85%), Gautam Budh Nagar (82.20%) and capital Lucknow (79.33%).

Female literacy rates in the state have also registered a remarkable jump -- from 42.2% in 2001 to 59.26% in Census 2011. Here also, Ghaziabad secured the top spot recording female literacy rate of 81.42%, followed by Kanpur Nagar at 76.89% and Lucknow at 73.88%.

Though regarded as a positive signs, experts are not willing to raise a toast for the incremental figures just yet. Director, Giri Institute of Developmental Studies, Dr AK Singh, said, "Female literacy and health are two areas of concern for the state government. These have to be thrust areas for consistent growth over the years."

In comparison to previous Census figures recorded in Uttar Pradesh since 1981, the increase in literacy level has been a significant one. From 33.4% in 1981, 41.6% in 1991 and 56% levels in 2001, the state in the current edition of Census has registered 69.72% of its population `literate'.

Even on the female literacy front, the increment has been significant. From a dismal 17.2% in 1981 and 27th rank in the country, the numbers improved to 25.3% in 1991. But the state's rank slipped to 28th position. In 2001, the number rose to 42.2%, but the growth rate showed maximum improvement in the last decade, with female literacy levels jumping to 59.26%.

Though the increase is heartening, not everyone doing the number crunching is happy. "The signs are good, but, literacy levels cannot be read in isolation. Female literacy, it is believed, is directly proportional to decrease in population and reduced social evils because women have become more aware. In UP, though, the sex ratio has become more warped. The numbers of girl children in the 0 to 6 year category has dipped. That is definitely a matter of grave concern for any state government," a Lucknow-based sociologist said.

True to this assessment, despite the increased literacy levels, the sex ratio among children in the 0 to 6 year age group in the state has dipped alarmingly from 916 in 2001 to 899 according to the country's 15th Census. That would, experts suggest, indicate that instances of female foeticide and infanticide have been on the rise, instead of showing an improvement. An expert said, "The anomaly also calls to question the existing governmental policies as well as the laws that have been put in place to curtail cases, where the female child is discriminated. Also instance of malnutrition deaths among the girl child in the 0 to 6 year age group is very high, which is a major cause for concern."
