Flashpoint Nagri erupts again

Ranchi: Land politics took an ugly turn in Nagri today, leaving two dozen people, including a senior police officer, wounded and the future of three elite cradles tense.

Disarmed by a recent Supreme Court snub on their claim over 218 “fertile” acres — allotted by the government for IIM, IIIT and NUSRL campuses — villagers armed with bamboo poles and iron rods partially dismantled the boundary walls of the management and law cradles, triggering a bloody clash that lasted for two hours.

While rural SP Aseem Vikrant Minz, a police jawan and two village women sustained grievous injuries, some 20 others were hurt in the bamboo and brick battle.

The state government plans three prominent projects in Nagri, which has logistics advantage being just 15km from capital Ranchi. The projects are a 76-acre campus for IIM, a 67-acre address for the national law varsity and 75-acre premises for IIIT.

Though the administration says that villagers no longer own the land for which they had been “duly compensated” in 1957-58, when acres were acquired for a Birsa Agriculture University seed farm, villagers refuse to buy the claim.

In a belated move, deputy commissioner Vinay Kumar Choubey indicated that the administration would step up security at Nagri. “We had deployed around 50 security personnel which we felt was adequate. But, I will hold a meeting with the senior SP to discuss additional forces,” he said.

On the immediate fallout of today’s violence, Choubey iterated that the administration would act as per the law and go ahead with construction of the campuses. “We will achieve the target (of setting up campuses),” he said.

Ever since the government zeroed in on the Nagri land, protests have been routine. In the recent past, a high court intervention was required to raise the boundary wall of two of the proposed cradles amid soaring tension between local residents and the administration.

Disgruntled villagers moved the Supreme Court. But, on June 28, the apex court refused to hold a hearing, saying it was a 50-year-old case, which it didn’t “deem fit to reopen”.

This was the fuel that sparked today’s fire.

The violent high drama began around 10.30am when some villagers protesting against the proposed education hub damaged the windshield of a vehicle on its way to the construction site.

Before the 50-odd security guards could react, a 150-strong mob of men and women descended to demolish the IIM campus dream. They stunted the boundary wall of the management cradle and then moved on to the law varsity site, where they pulled out bricks, as outnumbered jawans with “no senior officer to give orders” watched helplessly.

Around 11.40am, Minz and sub-divisional magistrate Shekhar Jamuar reached the spot with reinforcement to quell the protests. After a 40-minute endeavour the officials had almost succeeded in their mission, when a stray brick missile hit the rural SP sparking a fresh wave of resentment — only this time among the men in uniform.

Angry over the attack on their senior, security personnel grabbed whatever came in handy — batons to bricks — and chased villagers who retaliated with equal acrimony.

A section of villagers claimed the police started the fight. “They beat up 22 of us and two are serious. The elderly were easy prey for lathi-wielding policemen,” said Amar Gadi, a protester.

The clash ended around 1pm without a single arrest. But Kanke officer in charge H.N. Singh said four villagers had been detained.
