New Delhi: Kerala did not have inundation maps or emergency action plans when waterworks engineers, responding to rising water levels, released the shutters of dams last week, but other states may be similarly vulnerable, a 2017 government audit report suggests.

In the absence of detailed inundation maps or action plans, district authorities can warn local communities about an impending rise in water levels but without a clear idea of how much area will be flooded. "A well-marked and high-resolution inundation map can help guide evacuation better," one engineer said.

As intense rainfall caused water levels to rise to critical levels in Kerala, operators opened shutters of dozens of dams, causing water to overflow riverbanks downstream and contributing to the floods that have displaced some seven lakh people.

Two senior engineers in the state told The Telegraph on Tuesday that detailed inundation maps and emergency action plans that can guide district authorities in warning local communities about the likely impact of impending floods are under preparation.

A 2017 report from the Centre's comptroller and auditor-general (CAG) had said that up to March 2016, emergency action plans or disaster management plans had been prepared for only 349 (7 per cent) of 4,862 large dams across India.

"Preparedness for sudden and unexpected flood-related disasters through preparation and periodic updating of emergency action plans or disaster management plans was inadequate," the CAG had observed. Only 10 states have prepared such plans, the CAG found.

In Kerala, dam break analysis had not been done for any of the state's 61 dams. Maharashtra has the highest number of emergency action plans, but only 181 for 1,693 dams in the state. Himachal Pradesh had up to March 2016 completed inundation maps for only two of its 19 dams. Bengal had prepared an emergency action plan or disaster management plan for only one of its 29 dams, the CAG report had said.
