New Delhi: The Food Corporation of India (FCI) should focus on procuring grains from eastern states such as Bengal, Bihar and Assam where the second green revolution is expected, a government panel said today.

"The FCI should move on to help those states where farmers suffer from distress sales at prices much below MSP (minimum support price), and which are dominated by small holdings, such as eastern Uttar Pradesh, Bihar, Bengal and Assam," BJP MP Shanta Kumar said. He is the head of an eight-member panel, which has submitted its suggestions on restructuring the FCI to Prime Minister Narendra Modi.

"This is the belt from where the second green revolution is expected, and where the FCI needs to be pro-active, mobilising state and other agencies to provide benefits of MSP and procurement to larger number of farmers, especially small and marginal ones," Kumar said.

The report released today said the food subsidy bill could be pruned by over Rs 30,000 crore annually by reducing the food law beneficiaries to 40 per cent of the population from around 67 per cent.

Kumar termed the recommendations as "pro-farmer" and "pro-poor" and said their "implementation would have miraculous results".

The government is focussing on farm output in eastern Indian states as agricultural productivity in the original green revolution states such as Punjab and Haryana has been hit by the excessive use of fertilisers.

The eastern states have a widespread riverine system and their irrigation network is fed by large dams, which makes it cheaper for the Centre to plan its second green revolution, which uses a combination of better seeds, farming techniques and water resources to produce higher yields.

East India has a rice acreage of 23 million hectares and is also blessed with abundant natural resources. Better farm practices and agri-technology can boost rice output in the region by over 15 per cent to 670 lakh tonnes by 2017-18, a study by industry chamber Assocham said.
