Foeticide cases: NCRB says registration, conviction rate low -Amitabh Sinha

While most incidents of rapes and molestation are never reported because of the social stigma attached to the crime, these, ironically, still form a bulk of the crimes against women that get registered with the police.

The reporting of many other crimes, for example foeticide, is abysmally low. The number of cases registered for foeticide in the entire country in 2011 was only 132.

In the two preceding years, this number was 111 and 123, respectively, according to the data with the National Crimes Records Bureau (NCRB).

Incidentally, the last decade, 2001 to 2011, has shown an alarming drop in the sex ratio — number of girls per thousand boys — in the age group of 0-6 years. From 927 girls per thousand boys in 2001, it has come down to 914 in the latest Census report, even as the overall sex ratio has shown an increase from 933 to 940. Clearly, an overwhelming number of foeticide cases are not being reported.

This is hardly surprising, considering that in most cases, the entire family as well as the doctor and the hospital are partners in the crime while there is no trace of the victim.

Only 28 per cent of the cases registered for foeticide have resulted in a conviction, the data shows.

The most widely reported crimes against women fall in the category of cruelty by husband and relatives. This category does not include cases under the Dowry Prohibition Act, for which 6,619 cases were registered in 2011.

Buying and selling of minor girls for prostitution is another category where the registration of cases is low. Only 27 cases were registered for buying of girls while 113 cases were registered for selling of girls for the purposes of prostitution in 2011.
