Congress' plan to pass the food security bill in the Lok Sabha by Thursday, even if Opposition tries to block proceedings, ran into trouble after Agriculture Minister Sharad Pawar insisted on a structured discussion in the House on the issue.

The Congress aim was to rush through the bill, after the party rejected main opposition BJP's offer to allow passage of the bill if Law Minister Ashwani Kumar and Railway Minister Pawan Kumar Bansal stepped down. "We will try our best to pass the bill. There are precedents where bills have been passed in the din. So we can follow that," a senior Congress leader told ET.

However the game plan had to be changed after ruling UPA constituent NCP made its position clear. Even otherwise, the move could have backfired if any member demanded voting. "There must be order in the House if somebody gets up and asks for division of votes. Then the bill can get stuck because the Opposition will ensure there is no order in the House," said the leader, who did not wish to be named.

The Samajwadi Party, which lends outside support to the Congress-led coalition, too has reservations on the bill, diminishing chances of its passage unless BJP comes on board. The government cannot bring in an ordinance either, because according to senior officials of the Lok Sabha Secretariat, a bill introduced in either House of Parliament, is the property of the legislature and an ordinance on the same cannot be then promulgated.

Congress spokesman Sandeep Dikshit rejected BJP's demand, saying, "resignations of ministers are not connected to the bills. If you are a responsible Opposition, then you should come forward and pass the bill.

After this, you can continue your political fight separately." But BJP, which appeared taken aback by the government's move to introduce the crucial legislation in Lok Sabha on Monday and start discussion in the din, stuck to its demand. "When they (Bansal and Kumar) will be removed from the Council of Ministers or they resign, only then will we let Parliament function and allow the Food Security bill and the Land Acquisition bill to be passed," BJP leader Gopinath Munde said.

The Left Front, which has moved amendments to the bill and has been demanding universalisation of food security, tried to distance itself from the disruptions. "We want proper discussion on the bill. While we will not be party to creating obstacles to provide food security, the government too should create conditions to end disruption in the House. There has been no such effort so far," said CPI (M)'s Rajya Sabha member Sitaram Yechury.
