Guwahati: Assam will implement the UPA government's National Food Security scheme from November 19, chief minister Tarun Gogoi said today.

The much-hyped National Food Security Ordinance, which is expected to be tabled in the monsoon session of Parliament, will ensure access to quality food by all people in the country, especially those in the BPL category.

Gogoi told reporters here that a group of ministers (GoM) has already been constituted to chalk out ways for effective and successful implementation of the ordinance in the state. He said the group comprises ministers who are entrusted with production, supply, marketing and distribution of food items.

"We will be able to publish the first list of beneficiaries under the new ordinance on August 1. One can file claims and objections to the list within August 15. The government will dispose all claims and objections within October 2 to ensure implementation of the ordinance by November 19," he said.

Gogoi said 75 per cent of the rural population and 50 per cent of the urban areas population in the state would have to be covered to enjoy the benefits under the Food Security Ordinance like rice at Rs 3 per kg and wheat flour (atta) at Rs 2 per kg.

He said according to a preliminary estimate, more than 20 million individuals, involving 12 lakh families, will benefit from the ordinance.

Gogoi, who was addressing the press conference along with food and civil supplies minister Nazrul Islam, claimed that prices of food items like fish, onion and chicken had been brought down and were stable now.

"These items do not come under the essential food items list. So, we do not have a legislation to strictly check the prices of chicken and fish. We have to adopt the policy of market intervention to keep the prices reasonable and affordable," he said.

On the prices of vegetables and onions, Gogoi said they varied at different markets because of flood and rains. "During the monsoon, prices of vegetables and onions rise as the food items are damaged by floods at the source," Islam said. But he failed to come up with a convincing answer when asked why the prices rise even after the monsoon.
